Do I need a licence to charter a boat in Victoria?
Victoria requires a marine licence for recreational powered vessels, but almost all Victorian charter is skippered, so the licence rarely applies.
The recreational licence position in Victoria
Victoria requires a marine licence for recreational powered vessels. The requirement is framed broadly rather than around a speed figure, and the exemptions attached to it must be confirmed with Transport Safety Victoria, because they change and we do not restate specifics here.
That licence governs vessels you operate on your own account. It is state law, and it is about your own boating.
The separate question of charter
Victorian charter vessels operate as domestic commercial vessels under the Australian Maritime Safety Authority and the Marine Safety (Domestic Commercial Vessel) National Law. Hire and drive vessels sit in Class 4. The vessel carries a Survey: see glossary">Certificate of Survey. The operating business carries a Certificate of Operation, and the safety management system written under that certificate decides who may hold the helm.
So a Victorian marine licence does not buy you a boat handover, and the absence of one does not close the door. An operator can accept a skipper the state would not licence, because the charter sits under the operator's own system. An operator can refuse a licence holder outright, because the operator is judging competence on a specific vessel in specific water rather than checking a card. What an operator assesses
Recent comparable experience on a similar vessel, in similar conditions, close enough in time to still be real.
Anchoring, which on Port Phillip means holding in a shallow, short fetch bay where a sea builds quickly and shelter depends on wind direction.
Engines and systems, including the pre start checks and the response when something fails.
Navigation, covering the shipping channels, the shoals, Port Phillip Heads and the tidal gate through them.
Weather judgement. Port Phillip punishes optimism. A strong wind warning and a short steep chop matter more here than distance does.
Emergency response. Man overboard, fire, grounding, radio work.

What is actually available here
Victoria carries two operators in this directory, and the supply is skippered. Port Phillip skippered sailing is the core of it, with corporate regattas for groups and heritage tall ship experiences for people who want something different from a modern cruising yacht. There is little to no bareboat supply in Victoria.
That is the practical answer for most people asking about licences here. If you are chartering in Victoria you are almost certainly going out with a qualified skipper aboard, and your own licence status is irrelevant to the booking.
