Tasmania requires a motor boat licence above a low engine-power threshold. Under that threshold the requirement does not apply. The exact threshold and the exemptions that go with it must be confirmed with the Department of State Growth, because they change and figures stated on a directory page age badly.
That licence is about your own boating. It decides what you may drive on your own account on Tasmanian waters.
Charter is a separate decision
Tasmanian charter vessels operate as domestic commercial vessels under the Australian Maritime Safety Authority and the Marine Safety (Domestic Commercial Vessel) National Law. Hire and drive sits in Class 4. The vessel holds a Survey: see glossary">Certificate of Survey. The business holds a Certificate of Operation, and under that certificate a safety management system sets out who may take the helm.
The two questions come apart cleanly. The state licences you for your own boat. The operator decides whether you may take theirs. An operator can accept a person the state would not licence, and can refuse a person holding a current Tasmanian motor boat licence. What the operator assesses
Recent comparable experience, with weight on cold water and open coast rather than sheltered summer sailing.
Anchoring. The D'Entrecasteaux Channel and the east coast bays are good holding in the right spot and poor in the wrong one, and the wind can swing hard overnight.
Engines and systems, including heating, batteries and the checks that matter on a long passage.
Navigation. Storm Bay, the Channel, Bruny Island, the east coast run, and for expedition work the entrance to Port Davey.
Weather judgement. This is the Tasmanian filter. A front crossing Bass Strait or sweeping up from the Southern Ocean changes the day completely, and operators want to hear you talk about shelter and timing before they talk about handover.
Emergency response. Hypothermia, man overboard, fire, radio drill and remote area communications.

From there the Channel and Bruny Island open up, and east coast passages and expedition charters run as far as Port Davey on the south west coast. That shape means most Tasmanian chartering is skippered, and your licence status does not gate the booking.
