The recreational licence position in the ACT

The ACT requires a licence for powered vessels operated on ACT waters. The requirement is framed around powered operation, and the exemptions attached to it must be confirmed with Access Canberra, because they change and we do not restate specifics here.

That is a rule about what you operate on your own account on Lake Burley Griffin and other ACT waters. It is worth reading carefully if you are bringing a runabout or a motor tender to the lake.

The charter question, such as it is

Where a hire operation runs commercially, the national framework still matters. Domestic commercial vessels sit under the Australian Maritime Safety Authority and the Marine Safety (Domestic Commercial Vessel) National Law. Hire and drive is Class 4. A vessel carries a Survey: see glossary">Certificate of Survey. A business carries a Certificate of Operation, and the safety management system under that certificate sets out who may be handed a boat.

The distinction holds even on a small inland lake. A territory licence is state style law about your own operation. Operator acceptance is a separate commercial decision, made by the hire business under its own system. An operator can put someone afloat whom the territory would not licence for a powered vessel, because an unpowered dinghy is a different proposition. What the operator assesses

Recent comparable experience. Have you sailed a dinghy or a trailer sailer, and when.

Anchoring, which matters less on the lake but still comes up for trailer sailers wanting to stop.

Engines and systems. Where an auxiliary is fitted, basic starting and shut down drill.

Navigation. Lake zones, restricted areas, bridges and the wind shadows that make the lake tricky to read.

Weather judgement. Gusty, shifting, funnelled wind. Capsize is the normal failure mode here, not grounding.

Emergency response. Righting a capsized dinghy, cold water, and getting attention from shore.

What is actually available here

One operator is listed for the ACT, offering inland dinghy and trailer sailer hire and instruction on Lake Burley Griffin. There is no coastal or overnight yacht charter market in the territory, and there cannot be. If you want a keelboat weekend or a bareboat week, you are travelling to the coast.
